I’ve been on Cession for a stand in Harare South for 10 years; the developer has disappeared, and the Council won't issue a Certificate of Compliance. Is there a 'Class Action' or legal route to force a Title without the original developer’s signaturer?
I’ve paid my rates for a decade, built a full house, but I am 'ownerless' on paper because the developer never finished the storm drains. I can't get a bank loan because I don't have a deed. I’m searching for the Prescription Act or any 2026 High Court precedents that allow homeowners to bypass a negligent developer and deal directly with the Surveyor General and the Deeds Office.
