Harare draws water from Lake Chivero and Lake Manyame, treats it at Morton Jaffray and Prince Edward waterworks, and distributes it through a network built for a city half its current size. The result: some suburbs get 24-hour supply, others get four hours on a rotating schedule, and others depend almost entirely on boreholes. Lake Chivero remains Harare's primary raw water source. Harare draws its water from two sources. Lake Chivero is the primary source, feeding Morton Jaffray waterworks, which serves most of north and central Harare. Lake Manyame provides supplementary raw water when pumping infrastructure is operational. Morton Jaffray was designed to treat approximately 614 million litres per day. Prince Edward Water Works, supplied by Harava and Seke dams, serves much of southern and eastern Harare and has a design capacity of approximately 90 million litres per day, giving the city's two treatment plants a combined design capacity of 704 million litres per day.
Current daily demand is estimated at between 1.2 and 1.4 billion litres. In 2023, Morton Jaffray produced approximately 303 million litres per day, less than half of its design capacity and roughly one quarter of estimated daily demand. Prince Edward, which operates seasonally, is not available throughout the dry season. Engineers also estimate that more than 30% of treated water is lost through leakages before reaching consumers.
Much of Harare's water distribution network was installed between the 1960s and 1980s, when it was designed to serve a city of around 600,000 people. Today, the wider metropolitan area, including Chitungwiza, Epworth, Ruwa, and Norton, has an estimated population of approximately 4.5 million.
The City of Harare began rehabilitation work at Morton Jaffray in March 2025, while 650,000 prepaid water meters had also been ordered by that time. These projects are intended to improve the system over the medium term, although they do not materially change the current level of service available to most households.
A 2013 Harare Residents Trust service delivery assessment reported that Borrowdale, Mount Pleasant, and The Grange received no council water because they are located on higher ground, with many residents relying on private bulk water deliveries instead. Greystone Park illustrates this challenge particularly well. Research published in Water Alternatives found that the suburb received little meaningful municipal water supply from 2008 onwards. Suburbs including Glen Lorne, Greystone Park, Helensvale, Borrowdale Brooke, and Shawasha Hills are underlain by hard rock formations such as granulites, quartzites, and felsites, making borehole drilling more expensive and, in many cases, less productive than elsewhere in Harare.

The counterintuitive reading in this data is Greystone Park's WUI rank of #14 despite its water score of 1.0/5. That is what the WUI reveals: Greystone Park scores well on safety, road quality, and quietness, which are heavily weighted in the composite. Its water score is catastrophic, but residents manage it through full water independence via tanker delivery and borehole where the geology allows. Even suburbs that generally receive reasonable municipal supply can experience interruptions beyond the published schedules. These disruptions typically fall into three main categories.
Burst mains. Harare's distribution network includes thousands of kilometres of water pipes, many installed during the 1960s and 1970s. When a major trunk main bursts, every suburb downstream of the break can lose supply until repairs are completed. Depending on the severity of the damage, its location, and the availability of repair materials, Harare City Council repairs typically take between two and seven days. A single failure on a primary trunk main can therefore interrupt supply across several suburbs simultaneously, often without advance notice.
Chemical treatment shortfalls. Morton Jaffray uses between eight and twelve treatment chemicals to process water from Lake Chivero, compared with around three chemicals at a conventional water treatment plant, reflecting the lake's unusually high pollution load. Lake Chivero has been ranked among the ten most polluted lakes in the world. When procurement of treatment chemicals falls behind demand, the plant has periodically reduced output rather than compromise minimum treatment standards. ZESA outages at pumping stations. Harare's water system depends on pumping stations to move treated water through trunk mains and into elevated storage reservoirs. When a pumping station loses electricity, the reservoir it serves is no longer replenished. Given the documented concerns surrounding Harare's municipal water quality, many households rely on boreholes as their primary source of drinking water, regardless of how frequently council water is available. In suburbs with little or no reliable municipal supply, boreholes often become the household's main water source for all daily needs.
Installation costs vary considerably. A standard borehole in Harare generally costs from approximately US$900 at the lower end to more than US$7,000 where drilling depths are greater or hard rock is encountered near the surface. Under the Water Act [Chapter 20:24], every borehole requires two approvals: an Authority to Drill issued by the relevant sub-catchment council and a Groundwater Abstraction Permit issued by either ZINWA or the relevant sub-catchment council. Current costs are approximately US$50 for ZINWA registration, US$55 for the application fee, and US$60 for the abstraction permit. Northern Harare's established low-density suburbs, including Borrowdale, Borrowdale Brooke, Mount Pleasant, and Highlands, generally receive intermittent municipal supply. Higher elevations often experience lower water pressure, and during periods of constrained production some areas receive little or no meaningful supply. As a result, residents in these suburbs have historically relied heavily on boreholes and private bulk water deliveries. Borrowdale's current resident water score of 3.8 out of 5, based on 15 reviews, reflects a suburb where municipal water is available at times but alternative water sources remain important.
Medium-density suburbs in western Harare, including Marlborough, Mabelreign, Westgate, and Avondale, sit at relatively lower elevations and generally receive more consistent water pressure when treatment plants are operating normally.
